Former California water director David Kennedy dies

SACRAMENTO -- David N. Kennedy, a former director of the California Department of Water Resources, has died. He was 71.

Kennedy died at the Olive Glen nursing home in Sacramento, department spokesman Ted Thomas said. He did not know the cause of death.

A civil engineer, Kennedy was the sixth and longest-serving state water director. He ran the department between 1983 and 1998 under governors George Deukmejian and Pete Wilson.

Kennedy oversaw California's water strategy during the longest statewide drought in modern history and upgraded the state's flood-fighting team. He most recently served on a panel that reviewed the federal government's study of levee failures in New Orleans after Hurricane Katrina.

He was born Sept. 10, 1936, in Ontario, Ore., and is survived by his wife Barbara, two daughters, a son and six grandchildren.
