Agreement in principle reached on Mideast water rights

JERUSALEM -- An agreement in principle on Palestinian water
rights between Israel and the Palestinian Liberation
Organization (PLO) is a "good formula," according to Israeli
Foreign Minister Shimon Peres. In further preparation for
Palestinian self-rule, Israeli Agriculture Minister Yaacov
Tsur and Abu Ala, chief negotiator for the PLO, recently
signed an agreement in principle on the subject of water
under which Israel recognizes the Palestinians' water
rights.

The agreement in principle "ended one chapter on water and
now we have to talk about the amounts -- the drops
themselves," said Peres. Detailed debate on water allocation
will take place during "permanent status" negotiations on
Palestinian self-rule in 1997. According to an official
Israeli statement, the future discussions about amounts of
water will be lengthy.
