SAN DIEGO — Residents of San Diego aren't conserving enough water.
San Diego Mayor Jerry Sanders says residents have reduced their water consumption by only 5.7 percent since last October, far less than the 10 percent sought by water officials.
Sanders says the 5.7 percent reduction isn't enough and mandatory reductions could be imposed this winter.
